10. Evaluate six conditions necessary for the conduct of a free and fair election in Nigeria. (12 marks)
Model answer
1. Independent Electoral Body: A free and fair election requires an impartial electoral commission, free from political interference, that can organise, supervise and conduct elections professionally to build public trust. 2. Accurate Voters' Register: There must be a credible and regularly updated register of eligible voters, to prevent multiple voting, impersonation, and disenfranchisement of citizens. 3. Adequate Security Arrangements: Effective security must be in place to protect voters, election officials, materials, and polling stations, so people can vote without fear of violence or intimidation. 4. Voter Education and Awareness: The electorate should be well-informed about voting procedures, their rights, and the importance of participation through civic education and campaigns before the election. 5. Secret Ballot System: A good election must guarantee the secrecy of the ballot, enabling voters to make their choices freely without undue pressure from candidates, party agents, or community leaders. 6. Transparent Counting and Collation of Results: The process of counting votes and announcing results must be open, verifiable, and accessible to both party agents, observers, and the media to prevent manipulation, alongside equal opportunity for all political parties, prompt and impartial resolution of disputes, availability of electoral materials, and non-interference by the government and security agencies.
