i. Setting standards by the state/central government to regulate the activities of local government authorities. ii. Accountability mechanism, e.g. local complaints unit. iii. Effective communication/debate on local needs and projects. iv. Citizens' participation in local governance. v. Effective coordination, supervision and monitoring of local government projects by an oversight committee.
