Explanation
Since hydra and snail are invertebrates, they are less complex than snake and owl. Also, molluscans (e.g. snail) are more advanced than coelenterates (e.g. hydra). For vertebrates, the evolutionary trend is Pisces→Amphibians→Reptiles→Aves→Mammals; owl (a bird) is more advanced than snake (a reptile). Thus, in order of increasing complexity: I→IV→III→II.
