Explanation

C=k(epsilon0)A/d, also C=Q/V. When separation (d) decreases, capacitance must increase since they vary inversely to each other. When potential difference increases, capacitance will decrease (inverse relationship). With no dielectric between the plates, k=1; with a dielectric, k>1, so C is greater when a dielectric is between the plates.
